The criteria for “LGBT propaganda” came into force in Russia

In Russia, on September 1, the order of Roskomnadzor entered into force, confirming the criteria by which materials on the Internet can be recognized as “LGBT propaganda, gender reassignment and pedophilia” and entered into the register of prohibited information. The order will be valid until September 1, 2029.
According to the document, materials containing information “aimed at persuasion of the attractiveness of non-traditional sexual relations, preferences and attitudes”, a positive assessment or approval of such relations, as well as persons in such relations, will be recognized as LGBT propaganda.
Another criterion will be information that “justifies the rejection” of traditional relationships “in favor of non-traditional ones” or presents such relationships as equivalent.
Materials deemed to form a “positive attitude to sex change” or talk about the “advantages of sex change” will be banned. Information “aimed at persuasion of the permissibility and attractiveness of sexual intercourse by minors” will be recognized as propaganda of pedophilia. At the same time, this criterion will not apply to works of art in which the relationship between adults and minors is justified by genre or plot.
In addition to the newly introduced criteria, the document also contains criteria for determining child pornography, suicide propaganda, and drugs that were already used earlier.
Roskomnadzor has opened a complaint form for LGBT content. Having received a complaint, the department will send a notification to the sites. If the content is not removed after a day, Roskomnadzor will block the resource.
