The defense forces criticized the draft law on the return of 30,000 soldiers. They offer a new one

The leaders of the Defense Forces criticized the amendment to the law, with which they previously tried to return payments of UAH 30,000 to the military, and propose to assemble a working group to create a new law on the payment of servicemen.

This is stated in a letter to the Speaker of the Verkhovna Rada, Ruslan Stefanchuk, signed by the Commander-in-Chief of the Armed Forces, the Minister of Defense, the Chief of the General Staff of the Armed Forces, the head of the State Border Service and the heads of law enforcement agencies. The leaders of the Defense Forces sent a letter to the parliament, in which they remind that the deputies propose to return the payments not only to the military, but also to the civil protection service and the police, regardless of the assigned tasks and areas of service. Such a proposal, they emphasize, does not solve the issues related to monetary remuneration, in particular, of other security forces, conscripts and cadets, and also does not take into account the peculiarities of serving in different regions and the complexity of tasks.

“It is even more important that a fair payment system exists not only on paper, but is also provided with appropriate expenses,” the Defense Forces emphasize. “The disillusionment of the military with another act of populism can have negative consequences for the country.”

As previously reported, the draft law on returning payment of 30,000 hryvnias to the military does not define sources of funding for these additional costs amounting to more than 4 billion dollars.

Therefore, the letter proposes to create a working group of representatives of the Verkhovna Rada, the government, and the General Staff of the Armed Forces of Ukraine to develop changes to the legislation that would regulate the problems mentioned by the authors of the letter. Such changes should be introduced to the parliament hall no later than the end of May.

In mid-April, People’s Deputy from “Holos” Volodymyr Tsabal registered in the Council, the blocking resolution on the cancellation of the decision on the return of additional payments to the military outside the limits of hostilities. Until this resolution is considered in the parliament, the speaker does not have the right to sign the law.

The letter urges not to consider this blocking resolution in the hall until the new draft law is submitted to the parliament.

The letter was signed by Minister of Defense Oleksiy Reznikov, Minister of Internal Affairs Ihor Klymenko, Commander-in-Chief of the Armed Forces Valery Zaluzhnyi, Chief of the General Staff of the Armed Forces Serhiy Shaptala, Head of the State Border Service Serhiy Deineko, Commander of the National Guard Yuriy Lebid, Head of the SBU Vasyl Malyuk.

April 10 Verkhovna Rada voted in general, for the draft law with an amendment, returning the payment of 30,000 hryvnias to Ukrainian military personnel who are away from the places of hostilities, as well as to the civil protection service and the police.

The amendment returns the allowance by saving on reduced salaries for civil servants and management of state enterprises up to 10 minimum salaries, or UAH 67,000.

According to the first deputy chairman of the tax committee, Yaroslav Zheleznyak, to return payments of 30 thousand UAH to the military, an additional 152.4 billion UAH is needed, while savings from salary restrictions of officials will save up to 3 billion UAH.

The draft law on the return of payment of 30,000 hryvnias to the military, adopted by the Council in April does not define the sources of financing these additional expenses amount to more than 4 billion dollars, so it may lead to an increase in the budget deficit in 2023, the IMF said.

The head of the NBU, Andriy Pishnyi, also stated that the decision to return payments of 30,000 hryvnias to the military do not help Ukraine in negotiations regarding aid with international partners, in particular the IMF.
