The European Court of Human Rights (ECHR) recognized the violation of the rights of Sharpudda Israilov, who declared about torture in Chechnya in 2004-2005, as well as the murder of the son of Umar Israilov, who worked in the private security service of the head of the republic Ramzan Kadyrov. As confirmed by the ECtHR, in 2001, Umar Israilov joined the supporters of independence of Chechnya, who were active in the village of Mesker-Yurt, Shalyna district. In April 2003, he was detained by employees of “Neftepolka” (it was created in Chechnya in the early 2000s to fight illegal oil business). Reports of abductions and torture are associated with this unit of the Russian Guard.

After three months of arrest and torture, Israilov, at the personal invitation of Ramzan Kadyrov, joined his private security service. But after a few months, he fled with his family to Poland.

In November 2004, Umar Israilov received a call from a man whose voice sounded like Kadyrov’s. He threatened to kill the relatives of the fugitive if he did not return to Chechnya. After the refusal, the Kadyrovs detained Israilov’s father and other relatives, took them to the base of the security service in the village of Centoroi, where they were beaten and interrogated with electric shocks. Also, a large amount of money was taken from the family and not returned. According to Sharpudda Israilov, he was released in October 2005, and in response to his complaints, he was required to sign a statement stating that he was not kidnapped and simply left for a while. In 2006, Sharpuddy Israilov left Russia.

Russian law enforcement agencies and the prosecutor’s office refused to open a case on the allegation of abduction and torture. In January 2009, Umar Israilov was shot on the street near his home in Vienna. In 2017, the Ukrainian mass media wrote that Israilov’s killer later participated in the attack on the commander of the Chechen battalion fighting for Ukraine, Adam Osmaev.

The ECtHR recognized that the Russian authorities ineffectively investigated Sharpudda Israilov’s claims of abduction and torture and awarded him 104,000 euros as compensation for moral damages.

  • Russia was expelled from the Council of Europe on March 16, 2022, due to the beginning of the invasion of Ukraine. In response, Moscow decided not to implement the decisions of the ECHR issued after this date. The corresponding law was signed by the President of Russia, Vladimir Putin, on June 11.
