The sanctions stipulate that vessels that violate sanctions or are suspected of violating them by transshipping Russian oil must be removed from European ports and locks.
As you know, in December 2022, the EU banned the supply of Russian oil by sea. But the Russian Federation found a way around this restriction by transferring its oil from one vessel to another at sea.
