On September 19, the first meeting of the Chamber of Specialists of the UFPMO (Ukrainian Federation of Professional Medical Associations) was held.

Participants from more than 90 professional member organizations of the UFPMO, representatives of state bodies, and the Ministry of Health were invited to the meeting. As well as partners in the development of medical science, education and training. A representative of the European Union of Medical Specialists (UEMS) became a special guest.

In the organizational part of the event, the Secretary and five deputy heads of the UFPMO Chamber of Specialists were elected, the draft “Regulations on the UFPMO Chamber of Specialists” was developed, and a list of permanent Commissions and working groups was proposed. Voting on all issues was conducted offline and online.

Over four hours of the meeting was occupied by the business part, which was opened after a minute of silence by the Chairman of the specialized committee of the Verkhovna Rada of Ukraine, Mykhailo Borysovych Radutskyi, and the Minister of Health, Viktor Kyrylovych Lyashko. Oleksiy Stanislavovych Solovyov, Secretary of the National Security Council of Ukraine, also welcomed the participants.

The head of the Chamber of Specialists, Academician of the National Academy of Medical Sciences, Doctor of Medical Sciences, Professor Feshchenko Yury Ivanovych reminded about the main principles of the UFPMO and prospects within the framework of the implementation of the European model of professional self-governance.

It is through professional self-governance, from our point of view, that the joint responsibility of the doctor, the employer and the professional association that takes care of the profession is realized.

So we faced a task: to replace the destroyed administrative relationship with a modern model, where continuous professional development of doctors can be effectively organized. We took as a prototype the model of the European Union of Medical Specialists (UEMS). It is the oldest medical organization in Europe, which is 65 years old.

The main tasks of the organization are to promote the interests of each medical specialty, determine specialty standards, promote the highest standards of education, implement a system for evaluating the quality of educational programs, accreditation, participate in the law-making process, advocacy, and ensure effective communication.

We are grateful to the distinguished President of UEMS, Professor Vassilos Papalois from Great Britain, for participating in our meeting.

As part of his presentation, Mr. Professor Vassilos Papalois spoke about the activities of UEMS and the experience of partnership in the field of implementation of education standards, clinical practice of patient care, continuous professional development of doctors.

A strong emphasis was placed on the open position of UEMS, which is the basis for the principles of joint work both within the EU and outside the borders of the European Union.

The events of recent years have shown that it is no longer possible to concentrate technology and knowledge in one country. This requires collegial, cross-border mobilization of resources.

In this vein, Professor Vassilos Papalois expressed the wish that Ukrainian colleagues would be able to join all aspects of UEMS work in the near future.

After the speech of the European colleagues, the representative of the Academy of Medical Sciences, Ihor Dmytrovych Shkrobanets, made a report on scientific support for the development and implementation of professional standards in the medical field.

The professor, doctor of medical sciences, academician, acting professor also spoke about the interaction between different links in the medical field and the strategy of guardianship by the medical profession. rector of the P.L. Shupyk National University of Health Care, Vyacheslav Volodymyrovych Kaminsky.

An example of the development and continuity of our course towards medical self-governance is the example of the President-elect of the UFPMO, Vasyl Vasyliovych Lazoryshynets. In his report, he identified four main areas of work of the UFPMO: administrative, legislative, professional and ethical.

In the continuation of the business part, the Vice President of the Federation, Doctor of Medical Sciences, Professor Mykola Georgiyovych Prodanchuk spoke. He proposed the Manifesto of a single-argued self-governing profession, where he kept the focus on the self-sufficiency of the doctor and emphasized the role of the health care manager as the main customer.

Mykola Georgievich reviewed the model of the future partnership with UEMS with the search for common points of contact for effective cooperation. He also thanked Professor Vassilos Papalois for the way he clearly outlined the concept of a doctor’s self-sufficiency.

The last speech was given by the Deputy General Secretary of the UFPMO, Svitlana Eduardivna Yaremchuk. She spoke about new approaches in the training of doctors and their relevance in the conditions of the challenges of martial law.

Based on the results of the first meeting of the Chamber of Specialists of the UFPMO, the Chairman of the Chamber of Specialists Yury Ivanovich Feshchenko gave a closing speech, positively evaluating the work of the meeting participants on outlining strategic directions and implementing the first organizational steps.

Yurii Ivanovych responded with inspiration to an active invitation for cooperation from European partners. That is why we have confidence and are on course for the development of the profession and the improvement of quality standards of medical care in Ukraine.
