The FSB will gain access to Qiwi’s customer databases

The FSB will get access to the databases of the popular Russian payment system Qiwi. According to the “Roskomsvoboda” project, Qiwi is included in the register of so-called “organizers of information dissemination on the Internet”, which obliges it to provide state authorities with information about its users.
The Register of Organizers of Information Dissemination (ORI) is maintained by Roskomnadzor. Inclusion in the register imposes many obligations on site owners. They are prescribed in Article 10.1 of the Law “On Information, Information Technologies and Information Protection”. In particular, sites included in the list of ORI must store data and correspondence of Russian users for six months and transfer them at the request of law enforcement agencies.
Initially, Roskomnadzor included forums and social networks where users communicated in the register of ORA. By the way, VKontakte, Odnoklassniki and Mail.ru were the first to enter there.
However, in the case of Qiwi, government authorities will have the right to request information about money transfers made by users.
Qiwi clients often use the system for money transfers between different countries, primarily Russia and the countries of the former USSR. “Roskomsvoboda” notes that the service is popular among Russians who moved to the countries of the “near abroad”, including after the start of the war in Ukraine, and recommends that users carefully assess the risks when using services entered in the ORI registry.
