The government is preparing to spend on new excise stamps, the deputies are preparing to cancel them

The government approved new excise stamps for alcoholic beverages and tobacco products, while the Verkhovna Rada committee on finance, tax and customs policy recommended the adoption in the second reading and as a whole of draft law No. 8287, which provides for the introduction of an electronic excise tax stamp.

This follows from the resolution of the Cabinet of Ministers No. 618 of June 19, 2023, published on the “Government Portal”, as well as the message of the head of the Tax Committee of the Verkhovna Rada, Danylo Hetmantsev.

Thus, according to the resolution, the government approved new samples of excise tax stamps for:

  • domestic and imported alcoholic beverages;
  • tobacco products,
  • tobacco-containing products for electric heating (TVEN) using a heater with electronic control;
  • domestic and imported liquids used in electronic cigarettes.

The DPS is tasked with ensuring the production and sale of new excise tax stamps from August 25, 2023. Stamps of the previous model will cease to be sold from September 1, 2023.

The process of exchanging old excise stamps for new ones, as well as destroying the old ones, will continue until 2025.

In this regard, in the financial plan for 2024, in the expenditure part, the Cabinet of Ministers instructed to foresee the expenses related to the destruction of excise tax stamps of old samples and the production, free exchange and delivery to the seller of excise tax stamps of a new sample.

At the same time, as early as 2024, paper excise stamps in Ukraine may disappear altogether.

According to the provisions of draft law No. 8287, which is recommended to be adopted in the second reading and will be brought to the session hall of the Verkhovna Rada in the near future, electronic excise stamps will be introduced in Ukraine instead of paper excise stamps. And the Cabinet of Ministers will be given half a year from the moment of the adoption of the law to bring the sub-legal regulatory framework into compliance.

The electronic stamp of the excise tax will be applied directly to packs of tobacco products, to bottles of alcoholic beverages or to containers with liquid used in electronic cigarettes.

At the same time, the system will calculate and invoice the amount of excise tax for the ordered stamps at the order stage.

According to Danylo Hetmantsev, head of the tax committee of the Verkhovna Rada, the E-stamp will provide an opportunity to:

  • track the movement of alcohol, tobacco products, liquids for electronic cigarettes from the manufacturer/importer to the final consumer;
  • control the completeness and timeliness of payment of excise tax for such goods;
  • every citizen will be able to identify products and verify the legality of the product’s origin.

Also, an electronic system of circulation of excise goods will be created, which will ensure electronic interaction between state bodies and business entities.

“The onerous process of ordering paper excise tax stamps will become a thing of the past,” Hetmantsev emphasized in this connection.

The Cabinet of Ministers approved the preliminary sample of excise stamps only in February 2020. At the same time, the government promised to introduce an electronic excise stamp.
