Tariffs for some utility services will change in 2023, but the moratorium on raising tariffs for gas, hot water, and heating will not be lifted soon. The increase in tariffs for housing and utility tariffs in Ukraine will be phased and will last several years. This is stated in the Inflation Report of the National Bank for April 2023.

NBU report
It is noted that the main factor in the growth of inflation in Ukraine will be the need to bring administrative prices and tariffs to their economically reasonable level.
“Given the high social importance of tariffs, it is expected that their increase will be accompanied by an increase in social support. In the forecast horizon, the level of administrative inflation will be determined, first of all, by government decisions to bring utility bills to market levels due to the need to eliminate imbalances in the energy sector,” National Bank experts emphasize.

At the same time, the NBU forecast takes into account the likely increase in electricity tariffs for household consumers already in 2023.
“It is assumed that the moratorium on raising tariffs for gas, hot water and heat supply will end only next year. This, together with the further increase in the price of tobacco production as a result of the increase in excise taxes, will lead to an increase in the contribution of administrative inflation to the CPI in 2024-2025,” the report says.
