The ministers of foreign affairs of the countries of the European Union gathered on Monday, October 2, for a meeting in Kyiv, which Ukrainian and European government officials called a confirmation of international support for Ukraine, which is defending itself against Russian aggression.

Europeans also say they are following political discussions in the United States, where discussions about funding American aid to Ukraine have intensified.

…We need to continue to support you and discuss with our American friends and allies so that they also continue to support Ukraine.

In response to journalists’ questions, Ukrainian Minister of Foreign Affairs Dmytro Kuleba insisted that international and, in particular, American support for Ukraine remains strong.

“We don’t feel that US support is broken. Because the United States understands that what is at stake in Ukraine is much bigger than just Ukraine. This is the stability and predictability of the world. And that’s why I believe that we will be able to find the necessary solutions,” said Kuleba.

EU High Representative for Foreign Affairs and Security Josep Borel added that while the Russian war in Ukraine creates problems for the whole world, it is a vital threat to Europe.

“For us Europeans, this is an existential threat. Maybe everyone else in the world doesn’t see it that way, but let me repeat that for us Europeans this is an existential threat, and that’s why we need to continue to support you and discuss with our American friends and allies so that they also continue to support Ukraine,” Josep said. Borel.

The representative of France, Catherine Colonna, said that she had “no doubt that the United States will support Ukraine.”

Kyiv also claims that this meeting of EU ministers outside the current borders of the EU indicates the future of Ukraine as a member of the European Union.

“The future of Ukraine lies in the European Union and in our community of freedom. Soon it will stretch from Lisbon to Luhansk. With every village, with every subway that Ukraine liberates, it also saves its people and paves its way to the European Union,” said German Foreign Minister Annalena Berbock.

Josep Borel separately mentioned the discussion of the Ukrainian “Zelensky peace formula”, the leading provision of which is the withdrawal of Russian troops from Ukraine.

Ukraine and its partners are preparing a so-called peace summit to officially agree on an international peace plan to end Russia’s war against Ukraine.

“Zelensky’s Peace Formula”

Ukraine’s peace proposals with ten provisions were made public in November 2022 in a speech by President Volodymyr Zelenskyi to the G-20 leaders’ meeting in Indonesia:

1. “Radiation and nuclear safety”
“Radiation safety must be restored… Russia must immediately withdraw all its fighters from the Zaporizhzhya NPP territory… The same applies to the crazy threats of nuclear weapons that Russian officials resort to. There are and cannot be any excuses for nuclear blackmail…”

2. “Food safety”
“… Our grain export initiative deserves to be extended indefinitely, regardless of when the war ends. The right to food is a fundamental right of every person in the world… Each country can contribute with a specific contribution and become a co-creator of the victory over hunger and the food crisis…”

3. “Energy security”
“…If Russia is trying to deprive Ukraine, Europe and all energy consumers in the world of predictability and price stability, the answer should be a forced limitation of export prices for Russia…”

4. “Release of all prisoners and deportees”
“Thousands of our people – military and civilians – are in Russian captivity. They are subjected to cruel torture – this is mass abuse!.. We must release all these people!..”

5. “Implementation of the UN Charter and restoration of the territorial integrity of Ukraine and the world order”
“… Russia must confirm the territorial integrity of Ukraine within the framework of the relevant resolutions of the UN General Assembly and the relevant array of contractual and legal documents…”

6. “Withdrawal of Russian troops and cessation of hostilities”
“… Russia should withdraw all its troops and armed formations from the territory of Ukraine. Ukraine’s control over all sections of our state border with Russia must be restored…”

7. “Justice”
“… The world should recognize a special tribunal regarding the crime of Russian aggression against Ukraine and the creation of an international mechanism to compensate for all the damages caused by this war…”

8. “The need for immediate protection of nature”
“Millions of hectares of forest were burned by shelling. Almost 200,000 hectares of our land are contaminated by mines and unexploded shells. Dozens of coal mines are flooded, including the mine in which an underground nuclear explosion was carried out in 1979… Only the de-occupation of our territory can create the conditions to remove this threat… Funds and technologies are also needed to restore treatment facilities. This is not just a Ukrainian problem. This is a challenge for the whole world…”

9. “Preventing escalation”
“…We need effective security guarantees… Therefore, we should hold an international conference to fix the key elements of the post-war security architecture in the Euro-Atlantic space, including guarantees for Ukraine…”

10. “Fixation of the end of the war”
“When all the anti-war steps are implemented, when security and justice begin to be restored, the parties should sign a document confirming the end of the war…”
