The Russian Federation will not notify the Council of Europe of martial law

Russian President Vladimir Putin submitted to the State Duma draft amendments to the laws on martial law and state of emergency. The document appeared in the database of the State Duma. The amendments provide for Russia’s refusal to notify the Council of Europe of its withdrawal from international treaties regarding the observance of human rights during martial law and emergency situations, Kommersant reports.
The day before, Putin issued an order that the official representative of the president in the State Duma when considering the amendments will be Deputy Minister of Foreign Affairs Alexander Hrushko.
The current edition of the laws on martial law and state of emergency stipulates that the president, in the event of the introduction of such a state, notifies the Secretary General of the UN and the Council of Europe about the withdrawal of Russia from its obligations under international treaties related to the restriction of the rights and freedoms of citizens. In March last year, however, Russia was expelled from the Council of Europe due to its invasion of Ukraine. After that, Russia denounced a number of conventions of the Council of Europe, including those on human rights.
The Russian authorities imposed martial law in four regions of Ukraine, which were annexed by Russia – Donetsk, Luhansk, Zaporozhye and Kherson. There are hostilities going on. Martial law was imposed in October last year. It is not known whether Putin notified the Council of Europe about it – according to the law, which is now being proposed to be changed, he was obliged to do so.
