The State Duma introduces fines for documents through foreign messengers

The State Duma adopted in the third, final reading the draft law on fines for civil servants for the transfer of documents through foreign messengers.
For violating the law, fines for officials will be from 30,000 to 50,000 rubles, for legal entities – from 100,000 to 700,000 rubles.
“We are talking about the use of messengers for the transfer of payment documents and personal data when providing state and municipal services, performing a state or municipal task, selling goods and services by banks and state companies,” the press service of the State Duma clarified.
These same changes prohibit financial organizations from connecting foreign messengers to their information systems. However, it is not allowed to use foreign software products for any other correspondence, RBC notes.
Roskomnadzor considers nine messengers to be foreign, including Skype for Business, Telegram, Viber, and WhatsApp.
Earlier, the Ministry of Education recommended limiting the use of foreign messengers and services for those employed in schools. The agency advised their employees to switch to VK Messenger. The recommendation became known in October last year.
