Pavel Shuvalov, a 55-year-old resident of Tulun, sentenced in 2021 to 24 years in a maximum security colony, died in the war in Ukraine. This was reported by “Lenta.ru” with reference to sources in law enforcement agencies.

According to the publication, the so-called “Tulun maniac” died in May in the Luhansk region. His body could not be taken from the battlefield, three of his colleagues reported.

After Shuvalov’s death, it became known that in April of this year he signed a contract with PMC. He spent 23 days in the war, less than three years in the colonies.

According to the investigation, from 1991 to 2019, Shuvalov raped at least 27 women, two of whom he killed. He committed crimes in Tulun, Irkutsk region (a city with a population of less than 40 thousand people).

In court, it was possible to prove only two rapes and two murders due to the fact that in 2019 part of the evidence in the case suffered as a result of the Tulun flood.

Shuvalov was detained in 2019: a special group made up of employees of the Ministry of Internal Affairs and the Investigative Committee from Angarsk, created specifically for the investigation of serial criminals and which caught the Angarsk maniac Mikhail Popkov in June 2012, was engaged in catching the maniac.

  • After the start of the war with Ukraine, Russia regularly releases murderers, rapists, and those convicted of other serious crimes. Relatives of those killed and injured protest, but to no avail.
  • According to data at the end of December 2023, about 200 criminal cases were initiated against pardoned convicts who returned from the war. There were 83 cases of theft, 27 cases of traffic violations, 23 cases of drugs, and 20 cases of murder or attempted murder.
  • “Angar maniac” Mikhail Popkov, who killed 86 people, also wanted to fight in Ukraine. He was refused, since the GUFSIN indicated that he was sentenced to life imprisonment and “removed from society forever”.
  • Among those pardoned is a resident of Kemerovo, Vladyslav Kanyus, who was sentenced to 17 years in prison for the brutal murder of his ex-girlfriend, 23-year-old Vera Pekhteleva. He served for six months in the “Storm Z” convict unit of the Ministry of Defense of Russia, after which he returned home.
