The United States will propose to expand the UN Security Council by six more countries

The US administration will propose to expand the composition of the UN Security Council. According to her plans, up to six countries can receive the status of permanent members of the Security Council, but without the right of veto. This measure is designed to expand global representation in the main international organization.

According to The Washington Post, the US representative to the UN, Linda Thomas-Greenfield, is conducting active negotiations with diplomats from different countries about the possible expansion of the Security Council ahead of the annual summit of world leaders, which will be held in New York this fall.

According to the publication, the proposal reflects the intentions of President Joe Biden and his administration to give more authority in the UN to the countries of the developing world and to reduce dissatisfaction with the fact that at the moment the Security Council has not succeeded enough in solving global problems and, above all, the war in Ukraine.

The director of the International Crisis Group for work with the UN, Richard Gowan, has already stated that the UN has exhausted its powers. “The longer the UN delays,” he said, “the more fragmented and conflicted the peace will become.”

UN Secretary General António Guterres himself, as well as representatives of many countries of the world, calls for the reform of the Security Council.

At the 77th session of the UN General Assembly last September, US President Biden called for permanent representation in the Security Council to the countries of Africa, Latin America, and the Caribbean region. After that, the diplomats began working on a detailed proposal.

• After the start of Russia’s war in Ukraine, both the Security Council and the UN as a whole began to be subjected to increasingly harsh criticism. In particular, politicians are concerned about Russia’s behavior as a permanent member of the Security Council. Recently, Russia has repeatedly used the right of veto, blocking unfavorable proposals of the international community. In December 2022, Ukraine called on Russia to retain its status as a permanent member of the Security Council and expel it from the UN. However, according to the current UN charter, this cannot be done without the consent of Russia itself.
• The UN Security Council was founded in 1945. According to the UN Charter, decisions in it are made on the basis of the consent of all member countries. They include five permanent members – the USA, Great Britain, France, Russia and China – and 10 non-permanent ones.
