There is a noticeable shortage of civil servants in Ukraine: the NADS announced the risks for the country

In Ukraine, there was such a noticeable shortage of workers in the public service that the National Agency of Ukraine for Public Service (NADS) was told about the risks for the country.

About this stated Nataliya Alyushina, head of the NADS, during the meeting of the Coordinating Council on State Administration Reform.

“A significant shortage of employees in the public service creates additional risks for the country. If current trends are maintained, this will affect the stability of the entire state apparatus,” Alyushina said.

The head of the NADS emphasized that in view of the country’s recovery processes, the number of tasks for public sector employees is increasing.

“However, in order to form a strong and effective civil service system, in particular to attract competitive employees, it is necessary to resolve the issue of establishing a decent remuneration,” she said.

According to Alyushina, the state as an employer should act as a guarantor and ensure that citizens who devote themselves to public service receive adequate remuneration. In particular, according to her, the reform needs special attention and support of all stakeholders, and the key decision on this path is the adoption of the draft law #8222.

Draft Law No. 8222 “On Amendments to the Law of Ukraine “On Civil Service” Regarding the Implementation of Unified Approaches to Remuneration of Civil Servants Based on Position Classification” was submitted to the Verkhovna Rada in November 2022. Since then, no movement of the document has been observed.

The project was developed with the aim of changing the salary system in the field of civil service based on:

  • classification of civil service positions,
  • strengthening the role of salary,
  • termination of excessive unjustified payments,
  • optimization of the maximum number of employees of state bodies,
  • implementation of the grade system.
