Ukrainians massively complain about problems when applying for “eRecovery”.  What to do in this case

The Ministry of Development of Communities, Territories and Infrastructure reported a problem when submitting an application for payments for housing restoration through “eRenovation”. Citizens who wish to apply for assistance complain that they cannot do so because “Diya” does not reflect their housing. This was reported by the press service of the department.

This also makes it impossible to submit an application, because the presence of a record of the right of ownership in the State Register of Property Rights (DRRP) is a mandatory condition for submitting an application for assistance under the “eRecovery” program.

“Unfortunately, this problem is quite widespread – 2/3 of the citizens who filed an information report about damaged property do not have their housing registered in the State Register of Land Registry,” the ministry noted.

How to solve the problem

Offline method

If it is offline, then you need to contact the state registrar at the local self-government body in your community, who will enter the data into the Register, if they have not been entered. In the absence of real estate data in the register or archival components, a request will be sent to BTI for confirmation of ownership.

You need to go to the registrar with a ready-made package of documents: passport, taxpayer number, title documents for the object of immovable property (certificate of ownership issued by a notary, certificate of right to inheritance, certificate of acquisition of property, etc.) or their copies.

If you have partial legal documents, you can contact a notary or state registrar to restore them in full. For the category of citizens who do not have documents, the right of ownership will be determined in court.

Online method

As for the online mechanism, you can also submit an application for state registration of rights to real estate that arose before 2013 on the Diya portal. To do this, on the portal, you need to select the service “State registration of rights to real estate” and “Submit an application”.

For this you need:

  • fill out the online form for receiving the service,
  • upload the necessary documents in PDF or JPEG format, containing information on registered property rights to the object of immovable property by January 1, 2013,
  • check the completed application and sign it with a qualified electronic signature.

The status of the application can be checked in the citizen’s office on the Diya portal.

“In the near future, we plan to open the service of entering data into the State Register of Rights through Diya for residents of Lviv, Odesa, Ternopil, Khmelnytskyi, Zakarpattia, Rivne, Dnipropetrovsk, Kyiv, Kharkiv, Chernihiv regions and the city of Lutsk,” the ministry noted.
