President Volodymyr Zelenskyi signed a law that introduces rules for the distribution and reporting of funds on special accounts opened at the NBU for assistance to Ukraine.

As Zheleznyak noted, the law “provides for the distribution and spending of funds to support Ukraine according to clear budget rules within the budget programs of the special fund of the state budget.”
Namely, the law amends the Budget Code and allows the government to open special accounts in the National Bank to collect voluntary contributions for the restoration or defense of Ukraine during the period of martial law and one year after its abolition.
Such contributions are determined by the sources of formation of the special fund of the state budget of Ukraine in terms of revenues, their accounting, distribution and use in accordance with the procedure determined by the government.
In addition, before the second reading, there was a rule on the introduction by the Treasury of monthly reports on the receipt and use of such funds for each of the accounts. Managers of funds are obliged to report on the amount of contributions received and the list of goods, works and services purchased with these funds during the reporting period.
This law is one of the structural beacons of the new cooperation program between Ukraine and the International Monetary Fund.
