NAZYAVO received a complaint about plagiarism in the scientific work of former Minister of Education Serhiy Shkarlet, who is now the first vice-rector of Chernihiv Polytechnic. The relevant application was submitted by Oleg Smirnov, a former professor of Sumy State University, the National Agency for Quality Assurance of Higher Education reports. The text of the complaint refers to the facts of possible plagiarism in the doctoral dissertation on the topic “Formation of economic security of enterprises by means of activation of their innovative development”. “In the text of his dissertation, S. Shkarlet tries to pass off other people’s ideas, proposals, or conclusions as his own,” the author of the complaint notes. The professor believes that the former minister allegedly “whole pages” copied and translated with errors the doctoral dissertation of the Russian scientist H. He returned to Chernihiv Polytechnic and assumed the position of the first vice-rector. This was preceded by the decision of the Council on the resignation of the head of the Ministry of Education and Culture. Serhii Shkarlet headed the Ministry of Education and Science since 2020. A few months after he started working in this position, a committee of the National Agency for Quality Assurance in Education discovered plagiarism in his thesis. Scarlett then sued in NAME and won the case. The court ruled that it was illegal to search for plagiarism in the minister’s work.
