A day before his release from the colony, prisoner Ruslan Lemov was charged with organizing mass riots. Lemov was supposed to be released on October 9, but on a new charge he was sent to pre-trial detention center. Earlier, he sought to bring law enforcement officers to court for torturing prisoners, which led to their rebellion.

The protest action of prisoners in the hangar IK-15 took place in April 2020. The detainees opened their veins, complained about beatings, torture and sexualized violence by the colony’s employees. The riot was suppressed by the forces of OMON, SOBR, and a joint detachment of the FSIN. New criminal cases were brought against the participants for the disorganization of the colony’s activities. The convicts were taken to other institutions of the FSIN.

Human rights activist Piotr Kuryanov believes that the new case against Lemov may be revenge on the part of law enforcement officers. “In principle, Lemov is seeking in the court to release the materials on bringing to criminal responsibility the employees of the pre-trial detention center, who for two days entered the cell and saw him tied up and beaten, but the measures were not accepted,” Kuryanov said.

Ruslan Lemov previously reported that in April 2020, he was asked to testify about his participation in the riot in the Angar colony. He is also a victim in a case of sexualized violence.

According to the publication “Sibirsky Express”, Vladimir Makhmudov and Denis Golykov, who cooperated with the administration of SIZO-1, are considered to be accused of torture.
