Cultural figures of the Russian Federation signed a letter against the killing of homeless animals

An open letter to the President of Russia against the draft law allowing regional authorities to kill homeless animals was signed by more than a hundred animal rights activists. Half of them are Russian cultural figures, including actress Svetlana Nemolyaeva, singer Dima Bylan and journalist Yuri Rost.

The authors of the letter urged not to make amendments to the current law, according to which the OSVV program (Otlov-Sterilizacija-Vakcinatsiya-Vozvrat) operates in Russia. Instead, they proposed to borrow the experience of regions where this law works. Among such subjects are Moscow, Nizhny Novgorod, Voronezh and Vologda regions, as well as St. Petersburg and Krasnoyarsk region.

With the honest work of the regional authorities on the OSVV, the number of homeless animals cannot grow, the authors of the letter say. As an example, they compare Astrakhan, where the prosecutor’s office recorded 12 cases of fraud under OSVV contracts, and Balashikha, which are roughly equal in terms of population. In 2022, six thousand bites were registered in Astrakhan, and 279 in Balashikha. At the same time, the annual Astrakhan budget for OSVV is five times larger than that of Balashikha.

The letter also notes that the number of homeless animals in Russia has decreased by 77% over the past five years. If the amendments are adopted, “state money will be spent uncontrollably on murder, and not a humane and effective solution to the problem of homeless animals in the country,” the authors of the letter believe.

Actions against the bill on the killing of homeless animals are regularly held in Russian regions. Animal rights activists submitted more than 17,000 appeals from residents of 136 Russian cities to the State Duma. More than 130 thousand people have already signed a public petition against the bill.

Despite widespread public protest and disapproval of the presidential administration, last week the State Duma adopted the bill in the first reading.
