Expert discussion “Rake 2: Wage populism for the public sector”

On Thursday, May 4, at 4:00 p.m., the Ukrainian SOE Weekly project in partnership with Economic Truth will hold an expert discussion on the topic “Rake 2: Wage populism for the public sector?”.
The event will be attended by Volodymyr Tsabal (People’s Deputy of Ukraine, Secretary of the Budget Committee, “Golos” faction) and independent corporate management consultants and members of the editorial team of Ukrainian SOE Weekly, a weekly digest about the main events in the life of state-owned enterprises: Andriy Boitsun, Oleksandr Lysenko and Dmytro Yablonovsky.
During the discussion, the participants of the event will discuss the consequences of the law recently adopted by the Verkhovna Rada, which, among other things, establishes restrictions on the salaries of civil servants and employees of state-owned enterprises, in particular, its threats to the corporate governance of state-owned companies, international obligations of Ukraine, and will also analyze whether such restrictions can lead to to real savings.
We will remindon April 10, 2023, the Verkhovna Rada adopted the draft law No. 8312. First of all, the draft law was aimed at “improving the legal regulation of issues related to the implementation of measures of the legal regime of martial law”, in particular, regarding the implementation of forced alienation of property and its management. Along with this, the draft law also proposes to set limits on salaries of civil servants and employees of state-owned enterprises during wartime.
The amendment, which provides for the establishment of limits on the size of these salaries, was introduced by Dmytro Razumkov and other deputies during the parliament’s consideration of draft law 8312. Razumkov noted that it is aimed at “reimbursing payments to 30,000 military personnel, the civil defense service, and police officers due to the limitation of salaries of top officials”.
