In Ukraine, the shadow market of cigarettes has grown again

The share of the shadow market of cigarettes in Ukraine increased again and in February this year was 20.2%, primarily due to an increase in the share of counterfeit products to 7.9%.
This is evidenced by the data of the analytical company Kantar, it is said in articles EP.
According to Kantar, in February 2023, the share of the shadow cigarette market was 20.2%. For comparison, the share was 19.9% on average last year, and 16.9% in 2021. At the same time, this February indicator is not a record, because in August last year the share increased to 21.9%.
The majority of illegal cigarettes are marked with the duty-free mark, and the Vynnykiv Tobacco Factory remains the leader in their production.
In order to combat the illegal circulation of cigarettes, several options are being considered within the walls of the Verkhovna Rada.
The first consists in banning the operation of duty-free shops at automobile checkpoints. The State Customs Service, in particular, insists on this proposal.
The second proposal is less radical: prohibit the sale of excise goods in duty-free shops, but allow the sale of other goods there.
The third way under discussion is to allow excise goods to be sold in duty-free shops, but subject them to all taxes and duties. In other words, to sell ordinary cigarettes in duty-free.
The last two proposals would mean a ban on the production of duty-free cigarettes in Ukraine. This could simplify the fight against their sale in inappropriate places.
