Private clinics and state medical facilities will be required to submit personal data to the military enlistment office – whether only employees or patients are not yet specified. Chairman of the State Duma Committee on Defense Andrey Kartapolov told about this in an interview with “Parlamentskaya Gazeta”. According to him, the Ministry of Health will receive recommendations in the near future.

A similar resolution has already been issued for Rosobrnadzor. Educational institutions must now collect data on students of schools, colleges and universities and provide them to military enlistment offices. Soon, in addition to the Ministry of Health, the tax inspectorate, the Ministry of Internal Affairs, which are engaged in the registration of citizens at the place of residence, and employer companies – both state and private – will receive the same regulations.

The measures are taken in the course of forming a single register of conscripts in compliance with the law adopted in April on the digitization of military records, which also provides for the sending of electronic summons to conscripts.

Kartapolov stated that the transfer of personal data from institutions is in the interests of the conscripts themselves. “This is necessary so that a person is not pulled once again, so that he does not think whether he should go to the military enlistment office or not, and if he goes, then what documents should he take with him,” he said. “Let’s say he finished nine classes, entered to a professional educational institution – the data on the change of ego status will automatically enter the register.”

“In this way, our military enlistment offices will have the opportunity to know exactly what status this or that conscript is in – is he working or not, and if he is working, then where, where is he registered, does he have any serious diseases, and so on” , – added the deputy.

Earlier, the Deputy Minister of Digital Development of Russia, Oleg Kachanov, clarified that the electronic register of military records will not be fully functional until 2025. Electronic summonses, according to him, can already be sent out in regions that are technically ready for the introduction of the new system, but until the whole country joins it, the sending of summonses through the “Gosuslugy” service will be carried out only “in a test order”.
