The permanent representative of the IMF in Ukraine Vahram Stepanyan criticized the bill adopted by the Verkhovna Rada on the return of payments of 30 thousand hryvnias to military personnel, saying that it does not determine the sources of financing these additional expenses.

In an interview with Interfax-Ukraine, he explained that because of this, the implementation of the draft law at this stage may lead to an increase in the budget deficit in 2023.

“The search for resources of this scale will probably require drastic short-term tax measures or significant borrowing on the domestic financial market, but such measures are practically impossible without a negative impact on the economy and the financial market,” Stepanyan noted.

The representative of the IMF added that loans to finance such expenses could put the stability of Ukraine’s debt, which is already under pressure, under even greater threat.

Stepanyan also admitted that the needs for financing the budget during the war are large and unstable. However, he emphasized that Ukraine strives to ensure fiscal stability and predictability of the budget policy, changed by the impact of the COVID-19 pandemic and the war.

“In this context, the authorities have pledged to renew and strengthen the effect of Article 52 of the Budget Code, which defines and regulates the legal framework and circumstances under which changes can be made to the budget, both in terms of revenues and expenditures,” he summarized.

By order of the President of Ukraine, the military received 30,000 hryvnias after mobilization from 2022, but from February 2023, they were decided to withdraw to the rear.

Let’s remind

On April 10, the Verkhovna Rada approved a new bill with an amendment, allowing to return the extra payment of 30,000 hryvnias to the Ukrainian military, regardless of whether they are in the rear.

On April 12, a draft resolution was submitted to the Verkhovna Rada temporarily blocking the return of payments to soldiers in the rear in the amount of UAH 30,000.
