Preparations for the heating season are being disrupted in Ukraine: 36 communities have already appealed to the government

The number of appeals from municipalities to the Cabinet of Ministers regarding the preparation of heat supply enterprises for the heating season is increasing, in all cases it is about the threat of being left without heat in winter.

“The lack of compensation for the difference in tariffs, the low level of payments for the services received, losses due to the full-scale aggression of the Russian Federation, forced collection of funds by natural gas suppliers from the accounts of heat supply companies, etc. – all this makes it impossible for heat supply companies to prepare for the 2023/2024 heating season and endangers its passage as a whole,” the Association notes.

To date, 36 city and village councils have already applied to the Government, more than 5 million residents live in these communities. These are, in particular:

“The Association of Cities of Ukraine has repeatedly appealed to the Government regarding the need to solve this problem as soon as possible. It now depends on the decision of the Cabinet of Ministers of Ukraine whether the adoption by the Parliament of the Draft Law of Ukraine “On Amending the Law of Ukraine “On the State Budget of Ukraine for 2023″ will ensure compensation differences in tariffs for heat supply, water supply and drainage enterprises,” the Association notes.

It is emphasized that at least UAH 36 billion is needed to compensate for the difference in tariffs and prepare in time for the heating season of 2023/2024.

We remind you:

Verkhovna Rada in 2022 highlighted Naftogaz of Ukraine 111.1 billion hryvnias from the state budget to compensate the company’s expenses related to its performance of special duties (PSO) on the gas market at the end of July.

Then the Verkhovna Rada approved government draft law No. 7427, which provides for the establishment of a moratorium on the increase of heat tariffs for the population.
