Putin signed a decree on the beginning of autumn conscription into the army on October 1

The President of Russia, Vladimir Putin, signed a decree on the beginning of the fall conscription for military service. The campaign will start on October 1 and end on December 31. A total of 130,000 Russians between the ages of 18 and 27 are planned to be drafted. Citizens of Russia in the annexed Crimea and in the partially occupied regions of Ukraine are also subject to conscription.

This conscription campaign will be the last one, in which the upper limit of the conscription age will be limited to 27 years. From 2024, the upper bar of the conscription age will increase to 30 years.

New recruits of the autumn draft who have foreign passports must submit them to the Ministry of Internal Affairs within five days from the moment of enlistment in the military unit. The documents will be returned after completing the compulsory service.

This year, the fine for not appearing on a summons to the military enlistment office has been increased to 30,000 rubles.

The representative of the General Staff, rear admiral Vladimir Tsymlyanskiy, stated at the briefing of the Ministry of Defense that conscript soldiers will not be assigned to the zone of “special military operation” (as the Russian authorities officially call the war in Ukraine). However, starting this year, conscripts are allowed to conclude a contract with the Ministry of Defense from the first day of their service.

Tsymlyansky separately noted that the Ministry of Defense has no plans for additional mobilization. According to him, there are currently enough contract workers and volunteers at the front.

  • Rumors about a possible new wave of mobilization in the fall in Russia began to spread in early September, when bloggers on social networks published a photo of an order allegedly signed by Defense Minister Sergei Shoigu. The head of the State Duma’s defense committee, Andrey Kartapolov, called this document “a fake, specially inserted into social networks” and stated that there is no need for additional mobilization now.
  • The order on partial mobilization in Russia was signed by Putin on September 21, 2022. The Ministry of Defense announced the need to call up 300 thousand people to the war in Ukraine. At the end of October, the military department reported on the achievement of this goal. However, Putin did not sign the order to end the mobilization, and formally it is still in force.
