The audit of the Ministry of Defense revealed violations in the tender for briefcases for the Armed Forces for 351 hryvnias

The Ministry of Defense, through its internal audit service, checked whether the actions of the officials who held a tender for the purchase of the covers of personal file folders at a price of 351 hryvnias per piece were legal.

According to the results of the inspection, four months before the tender, the Personnel Center of the Armed Forces of Ukraine proposed to make changes to the technical specification of the covers, thanks to which the price was set at UAH 351 per piece in the application of the Logistics Forces Command.
After the start of bidding, only one price offer was received from the manufacturers for the first lot, which was equal to the expected value. The Ministry of Defense adds that the offer was sent by the manufacturer PrJSC Kyiv Printing Factory “ZORYA”.

“After that, the MOU found out that there are cheaper offers on the market – for example, similar samples of folders at a price of 140 to 325 hryvnias. The auditors bought a sample of such a product from the FOP at a price of 120 hryvnias – this is a promotional price from the basic 140 hryvnias (at the same time it is not known whether this seller can satisfy the need for the quantity of the tender, which includes 4 lots with a total number of 58,000 units)”, the message says.
In addition, it was established that the changes proposed by the Personnel Center of the Armed Forces regarding the technical parameters of the covers were provided without justification. The responsible persons of the Department of resource provision of the MOU did not sign the contract regarding this tender.
Accordingly, the internal audit service offered the personnel center of the ZSU to make changes that will reduce the cost of goods and increase the number of auction participants.
