The International Paralympic Committee (IPC) has published regulations for the participation of athletes from Russia and Belarus in the 2024 Paralympic Games in Paris.

Athletes will be called Neutral Paralympic Athletes (NPA) and will compete in an IPC-approved uniform that must not contain the national colors, flag, name of the country, national emblem, symbol or designation.

Neutral athletes will compete under a white flag with black letters indicating NPA.

Their awards will not be included in the medal tally of the Paralympic Games. If a neutral athlete wins a gold medal, the Paralympic anthem will be played.

The state flags of Russia and Belarus, as well as other national symbols, including military ones, are strictly prohibited near any objects related to the Paralympic Games. The national anthems of Russia and Belarus will not be played.

Since the athletes will participate in an individual and neutral capacity, they will not march in the opening ceremonies on August 28, and they will not have a flag bearer in the closing ceremonies on September 8.

Athletes and support personnel who actively supported the war in Ukraine will not have the right to participate in the Paralympic Games. Participation is also prohibited for those who work under contract with the military or national security agencies.

  • In September 2023, the International Paralympic Committee left the right for Russian athletes to participate in the 2024 Paralympic Games in Paris in a neutral status. The decision was made at the general assembly of the committee in Bahrain. Dozens of countries demanded the complete suspension of Russian athletes.
  • The Russian Paralympic Committee called the decision unfair. In a statement on the organization’s website, it is said that it considers the ban on athletes from performing under the Russian flag “deprivation of their right to their national identity.”
  • Russian athletes are suspended from international competitions in almost all sports after the invasion of Ukraine in 2022. Later, the International Olympic Committee allowed them, under certain conditions, to perform in neutral status. However, many leading athletes were not allowed to participate in the competition by the decisions of sports federations or because of their involvement in the Russian army or security forces.
