Among the refusals, 36 were received for political reasons. They all came from European countries. Austria refused extradition six times, Germany and the Czech Republic five times each, and Poland four times. Also, Italy, Cyprus, Bulgaria and others refused to extradite those persecuted by Russia.

The Prosecutor General’s Office claims that some “political” refusals concern persons accused of working for an organization recognized as a terrorist organization in Russia. Among such organizations are the Svoboda Rossii legion, which fights on the side of the Ukrainian Armed Forces, a group from the Artpodgotovka movement, the Moscow cell of ISIL, and another 45 organizations.

In addition, the Prosecutor General’s Office reported that, for political reasons, Russia refused to extradite those accused of illegal access to a guest house, murder and major fraud.

A total of 126 people were extradited to Russia in 2023. More than a third of them were extradited to the countries of “far-far abroad”.

At the same time, the Prosecutor General’s Office continues negotiations with the countries on the ban on the extradition of some Russians to The Hague, where they are awaiting trial.
