It is asserted that persons who come to Russia at the invitation of the RFM “represent interest” to Russian intelligence, however, there is no concrete evidence of their recruitment in the article.

The material lists the names of foreigners whose passport copies were found in the correspondence of GRU employees. Among them are two American women, Theresa Kennedy and Elizabeth Berson, who came to Moscow in 2018 for the forum of non-governmental partners of UNESCO, which was held by the RFM. Slutsky then said that “in the conditions of unprecedented sanctions pressure, the truly golden minds of mankind gathered here.” Scientists and NGO workers from Brazil, Canada, Spain, Israel, Italy, Bulgaria, India, and a number of African countries also came to Russia for various events under the auspices of RFM. Most of them are from France.

The Russian Peace Fund is the legal successor of the Soviet Peace Fund founded more than 60 years ago on the territory of Russia. It positions itself as a public organization that carries out “peacekeeping and humanitarian activities to provide assistance to socially vulnerable sections of the population, war veterans, orphans and disabled children.” In RFM, if the website is to be believed, “consultative relations with UNESCO have been established.”

The foreigners mentioned in the article, like Slutsky, did not respond to the publication’s questions.

Leonid Slutsky is also the leader of the LDPR party and the head of the State Duma Committee on International Affairs. He actively supports the foreign policy of Vladimir Putin, including the war in Ukraine and the conflict with Western countries.
