The Investigative Committee of Russia reported the arrest of the deputy head of the administration of the Podolsk district, a city near Moscow, which was left without heating due to a rupture of the heating line.
The official is suspected of exceeding his official powers with serious consequences. According to the investigation, he signed the certificate of readiness for the heating season, knowing about equipment defects in the boiler room belonging to the Klimovsky Specialized Cartridge Plant (KSPZ), which led to the accident on the heating line.
The general director of the plant and the head of the boiler house are also detained in the framework of a previously initiated criminal case about the provision of services that do not meet the requirements of the safety of life and health of consumers.
Searches were conducted at the workplaces of the detainees and interrogations are underway, the Investigative Committee reported.
On January 4, residents of 173 apartment buildings were left without heating in the north-eastern part of the city of Klimovsk (part of the Podolsk district). At the same time, the temperature outside dropped below minus 20 degrees. The reason was a breakdown of the heating line due to an accident in the boiler room of the Klimovsky specialized cartridge plant. The authorities introduced a state of emergency.
On January 7, a criminal case was initiated. According to the investigation, the accident at the boiler room was caused by improper operation of the equipment.
The authorities of the Moscow region linked the problems to the fact that Klimovsk “is heated by one departmental boiler room of the local cartridge factory.” And since it is a “regime object”, they cannot control it. Representatives of the authorities found out about the problems that had arisen only from social networks, where citizens began to complain en masse.
On Monday, the governor of the Moscow region, Andrey Vorobyov, said that the authorities would take over the boiler house. A special regime related to the fact that the cartridge plant is a military industrial complex was also removed from the facility.
