The Ministry of Defense of Russia has prepared a draft government resolution, according to which registration for military registration and making changes to documents for military registration can be carried out without the personal appearance of a citizen who is conscripted or in reserve at the military enlistment office. The document is published on the Federal portal of normative legal acts.
As stated in the project, citizens who are not on the military register, but who are required to be on it, will be registered “on the basis of information contained in the state information resource.” A notification about this will be sent to “Gosuslugy”. The medical examination will be conducted only at the subsequent appearance at the commissariat.
The project also talks about electronic summonses, which will also be sent to “Government Service”. It will be considered delivered after seven days from the date of its placement in the Register of Summons.
In the military commissariat, it follows from the draft resolution, those placed on the military record will be summoned by a summons, which they can deliver in person, send by mail (to the address of the place of residence or place of residence, including those not confirmed by registration at the place of residence and (or) place of residence). , as well as or issue in electronic form.
If the subpoena is not considered delivered in person or by mail, the subpoena is considered delivered after seven days from the date of its placement in the Register of Subpoenas. Citizens are prohibited from leaving Russia from the day the summons is served, and other restrictions are imposed if they do not report to the military enlistment office within 20 days.
The draft law on electronic subpoenas and other innovations was adopted by the State Duma in the spring. In practice, however, it cannot yet be implemented due to the lack of by-laws, one of which is the draft resolution proposed by the Ministry of Defense. Earlier, representatives of the Russian authorities stated that all innovations should enter into force by the fall conscription into the army.
