The NBU issued licenses to 8 companies to provide financial payment services

In accordance with the requirements of the new law of Ukraine “On payment services”, the National Bank issued eight more licenses for the provision of financial payment services. This was reported by the press service of the regulator.

Whom the National Bank has included in the Payment Infrastructure Register

FC MBK LLC — in the status of a financial institution entitled to provide payment services, with a license to provide payment services (service type — funds transfer without opening accounts);

LLC “Diamond Pay” – in the status of a payment institution with a license to provide payment services (type of service – transfer of funds without opening accounts);

FC “Edynoe Prostranstvo” LLC – in the status of a payment institution with a license to provide payment services (type of service – funds transfer without opening accounts);

LLC “Finansovaya kompaniya “Finexpress” – in the status of a payment institution with a license to provide payment services (type of service – transfer of funds without opening accounts);

JSC “Ukrposhta” – in the status of a postal operator with a license to provide payment services (type of service – funds transfer without opening accounts);

LLC “Capital Business Group” – in the status of a payment institution with a license to provide payment services (type of service – funds transfer without opening accounts);

FC “Paytezhny Center” LLC – in the status of a financial institution entitled to provide payment services, with a license to provide payment services (type of service – funds transfer without opening accounts);

“NovaPay” LLC has the status of a payment institution with a license to provide payment services for:

  • crediting of cash funds to user accounts, as well as all services for opening, maintaining and closing accounts (except electronic wallets);
  • withdrawal of cash from user accounts, as well as all services for opening, maintaining and closing accounts (except electronic wallets);
  • execution of payment operations with the user’s own funds from/to the account of the user (except payment operations with electronic money), including execution of credit transfer, debit transfer, second payment operation, including the use of payment instruments;
  • execution of payment operations from the account or to the account of the user (except for payment operations with electronic money), provided that the means for execution of the payment operation are provided to the user by the provision of payment services on the terms of credit, including the execution of a credit transfer, debit transfer, second payment operation, in particularly with the use of payment instruments;
  • issuance of payment instruments and/or acquisition of payment instruments;
  • money transfer without opening an account.

Such decisions were taken by the Committee for Supervision and Regulation of Non-Banking Financial Services Markets on April 27 and 28, 2023.

Let’s remind

On August 1, 2022, the Law of Ukraine “On Payment Services” came into force.

In this regard, until April 30, 2023, financial market participants who have a license to transfer funds in the national currency without opening accounts may apply to the National Bank for the purpose of “re-registration” of their license in accordance with the requirements of this law.
