The police did not open a case against the transperson on Mizulyna’s complaint

The Russian police refused to open two cases against the transfeminist blogger Hilma Forks. Ekaterina Myzulyna, head of the Safe Internet League, demanded that they be established.
As Myzulyna herself said, the police did not initiate a criminal case against the blogger for the distribution of pornography and an administrative case against the article about LGBT+ propaganda among children. Myzulyna said that she would appeal the refusal to the Prosecutor General’s Office.
Myzulyna sent complaints about Khilmy Forks to the Prosecutor General of Russia Ihor Krasnov and the Minister of Internal Affairs of Russia Vladimir Kolokoltsev back in May. Then Myzulyna noted that she received more than 3.5 thousand complaints about the blogger.
Khilmy Forks runs Telegram, Instagram with hundreds of thousands of subscribers, and Tiktok with millions of views. In social networks, she positions herself as a transwoman and talks about her homosexual orientation. In January 2023, an administrative case was opened against her under the article on LGBT propaganda, following the complaint of Yana Lantratova, a member of the State Duma from the SRZP.
- Since December 2022, the dissemination of positive information about homosexuality, bisexuality and transgenderism has been prohibited in Russia. Fines of up to 400,000 rubles for citizens and up to five million rubles for organizations are provided for this.
- According to human rights activists, after the start of the war with Ukraine and the adoption of discriminatory amendments, 83% of surveyed LGBT+ representatives noticed an increase in homophobic and/or transphobic attitudes in Russian society. Also, LGBT people are less likely to turn to the police in case of discrimination and violence: they fear that they will face repeated discrimination.
