The leadership of the Commission for the Regulation of Gambling and Lotteries officially announces the launch of the procedure related to the formation of a completely new composition of the KRAIL Advisory and Expert Council.
It should be noted here that the Advisory and Expert Council of KRAIL is a permanent advisory body of KRAIL, whose members work exclusively on public grounds.
This body takes an active part in the process of discussion of draft documents created or considered by KRAIL members. Such work is carried out to ensure the successful preparation of recommendations and proposals related to state regulation of the domestic gambling entertainment market.
Beginning of the process of updating the composition of the KRAIL Advisory and Expert Council
The decision to start the process of updating the Advisory and Expert Council of KRAIL was made on February 22, 2024.
It was due to the existing need for the arrival of completely new people who, thanks to their “fresh” view, will be able to add to the Council greater efficiency, objectivity, efficiency, depth of study of the most important issues and aspects of its activity.
Who can become a member of the Council?
According to the norms of the current legislation, which regulates the activities of all participants of the domestic gambling entertainment market, representatives of various public public institutions can be elected to the Council (only if they have their own consent), the specifics of whose activities characterize them as real professionals, experts in in the field of both the organization and conduct of gambling, and in the field of lotteries.
At the same time, they must clearly meet all the existing selection criteria, as well as the evaluation of candidates applying for the position of a member of the KRAIL Advisory and Expert Council.
The main functions of the Council at KRAIL
Separately, it is worth noting that the Advisory and Expert Council should be engaged in the implementation of the following functions:
- Acceptance of participation in the process of discussion of draft laws, by-laws, which were sent to KRAIL, which relate to the regulation of the field of gambling entertainment in Ukraine;
- Ensuring the possibility of generalizing the existing practice of using domestic legislation in the field of gambling;
- Analysis of the current state, existing problems, main trends in the field of organization, development of the gambling entertainment market, lotteries of Ukraine;
- Implementation of cooperation within the existing powers of the Council, with various international structures, foreign state regulatory bodies working in the field of regulation of the gambling entertainment market to obtain quality experience.
Thus, the Advisory and Expert Council of the Commission for the Regulation of Gambling and Lotteries carries the function of a public watchdog that monitors the work of the state regulator and guarantees compliance with the current provisions of domestic legislation in the field of online casinos, lotteries, and bookmakers.
