The International Commission of Inquiry on Violations in Ukraine at the UN Human Rights Council made an oral report on Monday. According to the commission’s conclusions, Russian troops continue to commit war crimes against civilians on the territory of Ukraine.
The report lists illegal attacks using explosive weapons, torture and sexual violence, as well as attacks on energy infrastructure.
Members of the commission spoke in Ukraine with the victims and witnesses of the crime. They recorded rocket attacks on residential buildings, medical facilities and civil infrastructure.
In those parts of the Kherson and Zaporozhye regions that were occupied by Russian troops for a long time, local residents report systematic torture. Citizens who were accused of cooperation with the Ukrainian Armed Forces and intelligence were most often subjected to them. In some cases, suspects died from torture during interrogations.
According to the head of the commission, Eric Möze, Russian servicemen in the Kherson region widely used sexual violence. The age of the victims, who were able to be established, ranged from 19 to 83 years old. In some cases, other members of the victims’ families were kept in the next room, so that they were forced to hear what was happening.
The commission also reported on the “insignificant number” of violations by the Ukrainian armed forces and called on the Ukrainian authorities to promptly investigate these cases.
The members of the commission will present a detailed report to the UN General Assembly in October.
- The Russian side denies both the attacks on civilian objects and the aggression of the Russian military against civilians during the war in Ukraine.
