On Tuesday, the Seimas of Lithuania approved in the final reading the draft law on restrictions in relation to Russian citizens in connection with the large-scale invasion of Ukraine. Compared to the initial version of the bill, it was softened.

The document restricts the right of Russian citizens to purchase real estate in Lithuania. The purchase of real estate by Russians and their companies will be prohibited. Exceptions apply only to citizens of Russia who have a permanent residence permit in Lithuania or inherit. The original version provided for a complete ban, both for Russians and for citizens of Belarus.

The decision also does not introduce a complete ban on granting Lithuanian citizenship to citizens of Russia. Those who meet the requirements of the law on naturalization, that is, in particular, have lived in the country for more than ten years or have Lithuanian roots, will still be able to receive an EGO.

The Deputy Minister of Foreign Affairs of Lithuania, Jovita Nelyupšene, previously stated that in 2022, Lithuanian citizenship was granted to 29 Russian citizens through naturalization. The plans of the Lithuanian authorities to completely ban Russians from obtaining citizenship and buying real estate caused a contradictory reaction. In particular, Lyubov Sobol, a Russian opposition politician living in exile wrote an open letter with an appeal to the leaders of the factions of the Seimas to abandon these restrictions. She claimed that those Russians who have a residence permit in Lithuania and connect their lives with this country are opposed to the regime of Vladimir Putin and the war in Ukraine.

The duration of the restrictive measures is one hour (until May 2024).
