The State Duma of Russia immediately adopted the draft law on the “protection of the Russian language from the excessive use of foreign words” in the second and third readings. Amendments were made to the law on the state language of the country.
The document introduces the concepts of “normative dictionaries”, “normative grammars” and “normative reference books”. They will fix the norms of the modern Russian literary language when it is used as the state language in Russia. The list of such dictionaries and reference books after the signing of the law by Vladimir Putin should be determined by the government. The authorities will also have to draw up a list of requirements for compiling such dictionaries.
In particular, along with obscene language, the authorities want to prohibit the use of foreign words that are not in normative dictionaries. The exception will be words that do not have commonly used analogues in Russian. According to the draft law, these norms will have to be observed in the relations between authorities at all levels, as well as in the official correspondence of organizations of all forms of ownership with Russian citizens and foreigners.
Norms of the Russian language must also be observed when writing the addresses of senders and recipients of telegrams and postal money transfers sent within Russia. These cases belong to the list of areas where it is necessary to strictly observe the norms of the modern Russian literary language.
In the document there is also a “list of spheres that have special implementation characteristics”. The authors of the law included the sphere of education, mass media, movie screenings, state and municipal systems, and advertising.
Punishment for violation of language norms and regulatory mechanisms for their observance have not yet been provided for in the legislation.
