Russian regions do not have enough funds to raise the salaries of public sector workers established in 2024 after the increase in the minimum wage (MROT) and the rise in inflation. This is reported by Forbes with reference to the conclusion of the State Duma Committee on Regional Policy and Local Self-Government on the draft federal budget for 2024.

“There are risks that regions and municipalities with low budgetary support may not have enough of their own income and subsidies from the federal budget to increase the salaries of state employees,” – confirmed the conclusion of the chairman of the committee, Aleksey Dydenko.

According to him, the deputies asked the government to clarify whether there will be enough funds in the budget for financial support of the regions in 2024. They asked the federal authorities to present calculations for the equalization of budgetary security and for partial compensation of the costs of raising the salaries of state employees.

The answer has not been received yet. However, it is already known that in 2024 the Russian government will sharply cut support for regions – transfers from the federal budget to regional budgets will decrease by 16% in 2024 and by 13% in 2025.

  • From 2024, the minimum wage (an indicator of the minimum wage, to which the salaries of part of state employees are tied) will increase by three thousand rubles – to 19,242 rubles per month. According to the government’s calculations, this will increase the salaries of 5.8 million workers. In 2022, the minimum wage was indexed twice.
  • For the past two years, after the cancellation of covid-19 supplements, doctors regularly complain about low salaries. Paramedics and ambulance drivers from different regions of the country often reported that increased workloads and reduced salaries led to mass layoffs and staff shortages.
