The State Duma can prohibit registration on services using foreign e-mail

On July 25, the State Duma of Russia will consider in the second reading a draft law that amends the laws on information technologies and communications. One of its points is the ban on registration on Russian sites using foreign e-mail. This is reported by “Vedomosti”.
Deputies offer four methods of registration: through the portal of the State Service, through the phone number of a Russian operator, through a single biometric system or through “other information systems” owned by Russian citizens, and the share of foreign capital in them is less than 50%. The last point refers to Russian services, for example, the VKontakte social network.
The requirements apply to all sites on which registration is provided. Punishment for non-observance of the rules has not yet been provided. It may be written into the law later.
The initial version of the bill was adopted in the first reading back in December 2018. Then it mentioned limiting the share of foreign capital in news aggregators to twenty percent. It was proposed to block access to aggregators for violation of the rules.
