The State Duma equates paper and electronic summonses to the military enlistment office

Deputies of the State Duma today will consider amendments that will legitimize summonses to the military enlistment office in electronic form. This was reported by the head of the State Duma defense committee, Andrey Kartapolov.

The Defense Committee offers to keep paper summonses and notices through the employer and to add to this notices by registered mail and their duplication in electronic form through the State Services or in the MFC.

According to Kartapolov, electronic subpoenas will be received by those who avoided receiving a paper one. All subpoenas will have absolutely the same legal force. No matter how they were obtained, the head of the State Duma defense committee emphasized.

Amendments to the draft law include the so-called protective measures for those who do not appear according to the summons, including electronic ones. A citizen with military service will be considered a evasive if he refused to receive a summons or, for example, does not communicate, explained Kartapolov.

According to the proposed amendments, a Russian who does not appear on the summons will be obliged to come to the military commissariat on his own during the next call-up within two weeks after its start.

If he does not do this, he will be notified that he will be restricted from traveling abroad. If he does not show up 20 days after that, he will be banned from driving a vehicle, entering into real estate transactions, registering an IP, and taking out loans. Now, for failure to appear on a summons, you can only receive a fine from 500 to 3,000 rubles.

Kartapolov also reported that the military enlistment offices will have a single register of conscripts, which will allow to reduce calls to the military enlistment office to clarify military registration data. In addition, it is possible to register at the military commissariat, withdraw from the register, and make changes to personal data remotely.

On March 30, the President of Russia, Vladimir Putin, signed a decree on spring conscription for military service in the Russian army. At the same time, the General Staff announced that as part of the spring conscription campaign, which begins on April 1, military enlistment offices will for the first time start sending summonses in electronic form.

At the same time, there is no clause in the federal law “On Military Duty and Military Service” that would allow calling for military service by e-mail.

On the same day, Gosuslug users noticed that it was no longer possible to delete an account on the site. The Ministry of Statistics of the Russian Federation reported that it is possible to delete an account in the MFC – and the deletion will not be considered as evasion from military service.

On April 11, against the background of news that the State Duma wants to equate electronic subpoenas with regular ones and introduce a travel ban for evaders, the Russian mass media reported that the function of deleting an account became available again on the “Gosuslugy” portal.
