The technical director of Kyivstar told at the MWC 23 congress how the company overcomes the challenges of wartime

Kyiv, September 28, 2023 – Volodymyr Lutchenko, technical director of the national electronic communications operator Kyivstar, spoke as a speaker at the international telecom congress MWC 2023, which was held on September 27, 2023 in Las Vegas, USA.
Lutchenko was invited to this important event in order to share with colleagues from all over the world the practical experience of organizing the work of telecom networks in extremely difficult conditions.
During his speech, Volodymyr Lutchenko emphasized the importance of timely preparation of the telecom infrastructure to work under severe challenges, as well as the need to constantly strengthen the stress resistance of networks.
Over the past 19 months, Kyivstar has been focusing its efforts on protecting infrastructure and services, reserving all key elements of the backbone telecom network, and investing in energy security.
Thus, during the full-scale invasion, the telecom operator tripled the number of diesel generators to ensure the operation of key equipment in the event of blackouts, and also installed 80 thousand new, higher-capacity batteries at base stations.
From February 2022 to today, the company has invested 988 million hryvnias in the energy security of the infrastructure.
Since the beginning of the full-scale invasion, more than 1,600 base stations have been destroyed, including those that remained in the temporarily occupied territory. In addition, the number of cyber attacks on the network doubled.
Despite this, all telecom equipment in the territory controlled by Ukraine (which is 94% of all base stations) is working as usual. The telecom operator not only provides reliable cyber protection of its infrastructure, but also shares its expertise in this matter with state and commercial companies of Ukraine.
“As the last 19 months have shown, the reconstruction and protection of telecom networks is a critical task so that communication is not interrupted and people have the opportunity to communicate,” comments Volodymyr Lutchenko, technical director of Kyivstar.
“We we cooperate with the Government of Ukraine, which helps the development of the telecom industry, so that our fellow citizens had stable access to communications and digital services.”
In order to ensure the continuity of telecom services, Kyivstar constantly invests in the development of infrastructure, restoration and modernization of base stations, restores communication to de-occupied territories and develops new communication technologies.
According to the plans of the parent company of Kyivstar (the VEON telecom group, which is located in the Netherlands), $600 million will be invested in the telecom infrastructure in Ukraine in the next three years. This amount includes not only reconstruction, but also technological development.
To this end, the company is developing collaboration with foreign partners, such as Rakuten, with which it recently signed a Memorandum of Cooperation on the development of radio access networks with open architecture in Ukraine (Open RAN) and new digital services.
