Turkish grain duty of 130% will hardly affect Ukrainian exports – Minagro

From May 1, Turkey plans to restore the duty on grain imports to the level of 130%, but 95% of Ukrainian agricultural products will continue to be subject to a rate of 0%.

Thus, from May 1, Turkey plans to restore the duty on the import of key grains for all exporting countries. We are talking about wheat, barley, corn, rye, oats and sorghum, which will be imported with a duty rate of 130%.
Turkey is a major importer of Ukrainian wheat. Thus, according to the State Customs Service of Ukraine, according to the results of the first quarter, Turkey imported it for 168.8 million dollars, which is 17.7% of all its exports from Ukraine.
However, Minagro said, this duty does not apply to the greater part of Ukrainian grain, since Ukrainian products are imported to Turkey mainly for sale in third countries, and no duty is paid for them.
As the agency explains, there are two customs regimes for imports in Turkey.
The first mode concerns products intended for domestic consumption. It was for such products that Turkey first announced a temporary zero duty rate. Currently, this preferential regime has expired, so the customs rate of 130% is returned.
The second regime applies to products that are sold to third countries before or after processing. There is no toll fee for this mode.
Ukraine supplies products to Turkey mainly under the second customs regime:
“If we talk in terms of percentages, the grain under the first regime, on which the duty is refunded, goes to Turkey about 5% of all exports to this country,” Minagro explains.

Turkey has been the largest buyer of Ukrainian wheat and barley since May 1 introduces import duty on wheat, barley and corn in the amount of 130% of the value.
