The formula for presidential elections in Russia in 2024 was discussed at the seminar for vice-governors on domestic policy, which is held by the presidential administration. RBC writes about this with reference to the participants of the event, which took place at the end of March in the workshop of the “Senezh” management.

According to the interlocutors of the publication, the Kremlin is counting on a higher result than in 2018, and named benchmarks for the presidential elections in 2024 — a turnout of 70% with 75% of votes for the main candidate.

It is understood that the candidate will be Putin. Amendments to the Constitution adopted in 2020 give him the opportunity to run for a new, fifth term. Putin himself did not announce his plans to run for another term.

The polls show a high level of support for Putin, however, in the conditions of war and repression, the representativeness of the polls may cause doubts.

Before the 2018 presidential campaign, vice governors were given the task of ensuring the same turnout and result – 70%. According to official data, the turnout then amounted to 67.5%, and Putin received almost 77% of the voters’ votes. Independent observers and analysts believe that millions of votes were attributed to Putin.

At the beginning of March, at a seminar for officials of the internal political bloc of the presidential administration, it was emphasized that it is not so much percentages that are important, as indicators in absolute numbers, one of the RBC sources said.

The Kremlin believes that Putin’s rating has increased after the announcement of the annexation of four regions of Ukraine in September last year, and that people in these territories will massively support Putin. At the same time, it is not clear how many citizens of Russia are now in the occupied territories and how elections can be held there – martial law has been declared there.

As the participants of the event told RBC, the presidential elections in 2024 are planned on time, their legitimacy should not be doubted, it is necessary to act only with the help of persuasion and work with all groups of the population, paying special attention to the youth.
