Private military company Convoy, which is based in the annexed Crimea, receives multimillion-dollar financing from VTB Bank and the structures of Russian businessman Arkady Rotenberg. This is stated in the investigation of the Dossier center. According to the investigators, “Convoy” received 437.5 million rubles in just one and a half months of autumn 2022.
Of these, 120 million came from the accounts of the Ay-Petra sanatorium, privatized by Rotenberg, 200 million from VTB, and the rest of the money from some fuel companies. Part of the trenches was designed as charitable donations. Money is transferred mainly through the intermediary of the St. Petersburg Cossack society “Convoy”, while the society does not conduct any public activities.
PMC “Convoy” was founded in the fall of 2022. Konstantin Pykalov, who previously served in PMC “Wagner” in Central Africa, is called its head. Journalists claim that “Convoy” acts in the interests of Sergei Aksyonov, the head of Crimea appointed by Russia. The educational base of PMC is located near Simferopol. According to “Dossier”, the “Convoy” combat site is located in the Kherson region.
- On July 25, the State Duma of Russia allowed the heads of regions to create “specialized state unitary enterprises” of armed security, similar to private military companies.
