The Verkhovna Rada adopted a law concerning the functioning of telemedicine in Ukraine – the provision or use of health care services without distance limitations. People’s deputy from the “Golos” faction Yaroslav Zheleznyak reported this. With 311 votes, the People’s Deputies adopted the draft law “On Amendments to Some Legislative Acts of Ukraine Regarding the Functioning of Telemedicine”. As stated in the explanatory note, the existing model of telemedicine development in Ukraine does not meet modern needs. In the regions, regional centers of telemedicine have started their work. Teleconsultations are also organized in separate areas and within the framework of providing emergency medical care, etc. “To solve the specified problems and to form a strategic approach to the development of telemedicine in Ukraine, to expand and update the terminology dictionary, there was a need to develop a project of the Law,” the note says. According to the authors of the draft law, its goal is to introduce a comprehensive and systematic approach to the formation and implementation of state policy in terms of the development of telemedicine to preserve and strengthen the nation’s health. They intend to do this by “improving the quality and availability of medical services, expanding opportunities for patients, improving the efficiency of management and use of health care resources.” As explained by the Committee on the Health of the Nation, Medical Care and Medical Insurance, the approved draft law regulates the development of telemedicine as a component of electronic health care and a modern, effective method of providing medical care to the population. The document envisages expanding and updating the terminology and clarifying the professional duties of medical personnel in this area. The document also provides for the cancellation of norms, the effect of which was calculated for the period of quarantine, or their review and preservation on a permanent basis.
