Male students of private universities cannot go abroad: the Ministry of Education and Science explained why

The MES explains this as “risks for illegal leakage abroad to avoid mobilization”

In early April, the government allowed male students studying in state and communal universities to go abroad to participate in academic mobility programs. Students of private higher education institutions called such a decision discriminatory.

Ministry of Education and Science of Ukraine in answers at Hromadske’s request, it was explained by the provisions of the Procedure for the Implementation of the Right to Academic Mobility, provided for by resolution Cabinet of Ministers of Ukraine No. 579.

According to them, educational institutions participating in academic mobility programs receive funding to cover their costs from state or local budgets.

“The changes made to the Rules for crossing the state border apply to this category of students, since it is in this case, in accordance with the legislation, that state and municipal institutions of higher education will be able to provide participants of academic mobility with the necessary services free of charge.” – the department notes.

The MES explains: it is about organizational, protocol-informational, consulting services and translation.

The agency also emphasized that private institutions of higher education, whose licenses were suspended, are still operating in Ukraine.

“If the amendment to the decree applied to students of such educational institutions, it could create a risk for illegal leakage abroad to avoid mobilization.” – noted in the Ministry of Education and Culture.

We will remind, the government allowed to go abroad for students aged 18 to 22 who are studying full-time bachelor’s degree (or master’s degree in medicine, pharmacy or veterinary fields). They will be able to become participants in academic mobility programs for one semester.
