Front-line hospitals are prioritized for state funds for the construction of shelters

1 billion hryvnias have been allocated from the state budget for the construction of shelters in medical institutions until the end of 2024.

Among the submitted applications, priority will be given to hospitals from the frontline areas, noted in the Ministry of Health.

Priority in the distribution of funds will be given to medical institutions located closer to the territories of active hostilities, where Russia is constantly shelling civilian infrastructure and where the need for shelters is the most critical“, Minister Viktor Lyashko said.

He added that this is only the first wave of funding and the ministry will continue to seek funds so that “medical institutions are not only centers of help and support for patients, but also a safe space where everyone can feel protected in any situation.”

In order to receive state financing for the construction or modernization of shelters, regional military-civilian administrations must until May 1 collect information about ready-to-implement shelter projects in hospitals of a capable network.

To May 15 is necessary submit applications to the Ministry of Health in the order of their priority:

  • the territorial proximity of the medical facility to the territory of active hostilities;
  • availability of autonomous heating, autonomous water supply, autonomous power source in the medical facility;
  • availability of a contract with the NHSHU for the following packages: “Surgical operations for adults and children in inpatient conditions” and “Inpatient care for adults and children without surgical operations”.

The subsidy will be directed not only to new construction, but also to:

  • reconstruction;
  • restoration;
  • overhaul of storage facilities, anti-radiation shelters and dual purpose structures.

In addition, clear ones are defined conditionsfor which the subvention will be allocated:

  1. The medical institution belongs to a capable network. However, for the regions where it has not yet been formed (Luhansk, Donetsk, Zaporizhzhia, Kherson, Mykolaiv Oblasts and AR Crimea), the owner of the medical institution must provide justification for the priority of project implementation.

  2. The medical facility does not have protective structures of civil protection, or the current conditions require overhaul, restoration or reconstruction.

  3. The project will be completed by December 31, 2024.

  4. The medical institution has approved project documentation, as well as a positive conclusion of its examination.

  5. The project is implemented only under the condition of co-financing from local budgets.
