Associate Professor of the Department of Ukrainian Philosophy and Culture of Taras Shevchenko Kyiv National University, Candidate of Philosophical Sciences Vasyl Semikras is accused of plagiarism, particularly from Russian sources.
A large number of text borrowings in the article “Literary monuments of Kyivan Rus in the context of legal culture” was discovered by Mykola Fedai, a graduate student of the Institute of Philosophy named after Hryhoriya Skovorody of the National Academy of Sciences, Oleksandr Kyrychok, a senior researcher at the same institute, said.
“Have you ever seen a scientific article where plagiarism is 100% of the text? I saw it! This is an example of real plagiarism, not some Hrynevych, Scarlet and Lisovy. They are babies, compared to Mr. Semikras…”, Oleksandr Kyrychok writes.
According to him, Semikras “borrowed” an article by a Russian graduate student from Kazan Federal University, translated it into Ukrainian, replaced the word “Russia” with the word “Ukraine” in the text, and “Ancient Rus” with “Kyiv Rus” and published it under his own name in professional Ukrainian magazine of category “B”.

The university responded to the request of “UP. Life” that “Taras Shevchenko Kyiv National University does not tolerate violations of the principles of academic integrity by participants in the educational and scientific process.”
“Therefore, the publicized case will definitely be reviewed in accordance with the procedure, and in case of confirmation of the fact of academic violation integrity, the person who committed the offense will bear responsibility”– the university noted.
Scientific and educational circles reacted violently to the detection of plagiarism.
“Here I am thinking, how many young intellectuals can remain in Ukraine when the academic community makes such leaders? Will Ukrainian science be able to recover? Will we be able to create conditions for the young generation, which will be the basis of intellectual culture, and not destroy Ukrainian science, as some are doing KNU employees?” – Andrii Melnyk, the founder of the Cowo.guru project, comments on the case.

Ekaterina Shynkaruk, a political analyst, candidate of political sciences and senior lecturer at the George W. Bush School of Management and Public Service, believes that “it is not necessary to put all the blame on one scientist if the entire system is permeated with imitation of productivity”:
“Sometimes I think I’m overdramatizing when I explain to my American students that the Soviet system was built on lies and imitation in the public sphere, intoxicated the private as well, and this had devastating consequences for social institutions and “basic settings,” including academic ethics. . But, as I see, not at all.”
In a comment to “UP. Life”, plagiarism whistleblower, coordinator of the Dysergate anti-plagiarism initiative Svitlana Blagodyeteleva-Vovk stated that the discovered case is a colossal blow to the reputation of KNU. Shevchenko.
“This is a sign of internal decay due to the lack of renewal of the management team and the academic dishonesty of individual leaders. But I am not surprised by this “finding”. Our system is not working at all. If we take any dissertation, we will find plagiarism in it with an 80% probability. Qualifications works, publications – today this is exclusively a problem of the author’s personal conscience. This is a colossal problem”she believes.

In her opinion, the prevalence of plagiarism in Ukrainian science arose due to the lack of a control system.
“It’s not about the dishonesty of the units, but about the lack of factors to identify the quality of a scientific product. No one can guarantee that it is original and contains new achievements.
There is also no internal control system. When defending dissertations, this should be done by the supervisor or consultant, the department, the specialized academic council and its experts. In the case of publications, there is an editorial board and reviewers who should perform “blind” review. But, of course, no one conducted it”– says Svitlana Blagodyeteleva-Vovk.
Svitlana Blagodyeteleva-Vovk notes that in KNU named after Shevchenko has a code that provides for the application of disciplinary and administrative responsibility to plagiarists.
“If the whistleblower wrote an appeal to the department of the university that deals with complaints related to violations of academic integrity, then the commission should consider this case. And, if the fact of plagiarism is confirmed, they should recommend to the rector what punishment to apply to the violator. Rector may issue a reprimand to the plagiarist, dismiss him from his position or remove him from his duties by his order”she explains.
