In Uzhgorod, an operative on duty of the Zakarpattia OTCC (Military Commissariat) beat a journalist and the wife of a serviceman Tetyana Novak. According to Tetyana, the officer Kostyantyn Vari, being in a state of alcohol intoxication, started a quarrel with the soldier and his wife, and then climbed up to them with his fists. Tetyana Novak reported the incident on Facebook. “I was beaten by a drunken senior officer of the Transcarpathian Ukrainian Armed Forces Vary Kostyantyn Volodymyrovych. Major, operative on duty of the Transcarpathian OTCC. Vary punched me twice in the head: in the jaw and the left temple. I am disgusted to write about this, I am ashamed that such a person is still holding on in the ranks of the Armed Forces. I am afraid that this shameful act will go unpunished. I am asking for maximum publicity and legal support!” – the woman wrote. Photo: Tetyana Novak/Facebook The incident took place in Uzhgorod at approximately 3:20 p.m. on June 25, 2023, at the Kotlyarevsky St. stop (the end of the 7th route). Tatyana and her husband Yevhenii Golyuk, an officer of the ZSU, entered the ABC store at Onokivska 18, near the bus stop. According to Tatyana, they wanted to take coffee and sweet water, but at the cash register they met an inebriated man in civilian clothes. At first, Kostyantyn Vari asked the journalist’s husband, a soldier of the 15th separate mountain assault battalion of the Ukrainian Armed Forces, why he was not in the war. “His first words were to my husband: “Did you fight or did you…sya (run away)?”. Zhenya calmly answered that he fought. The man’s answer did not satisfy him, and he continued to ask in raised tones: “And where? As well as? And why did it go to zero? And what’s not there now?”. My husband calmly noted that he serves in the 15th mountain assault battalion, after the defense of Soledar he was recognized as limited fit. For some reason, this angered the interlocutor even more, and he issued an obscene, incomprehensible monologue, the general meaning of which was reduced to “You are not local and it is immediately obvious why you came, and you know who I am, and I am a major, this is my district, everyone knows me,” writes Tetyana. According to Tetyana Novak, she was beaten by a drunk operative on duty of the Zakarpattia OTCC Kostiantyn Vari According to the journalist, the representative of the OTCC was really known by the saleswoman, who was frightened and repeated: “Kostya, calm down, everything is fine.” “Meanwhile, Kostya fell into a complete inadequacy, came close, waved his hands, pushed me and my husband in the head several times (while that with an open palm). Neither my husband nor I are interested in fighting, so we decided to just go outside and call the police. They also asked the saleswoman to dial 102 and call security. She completely ignored our words, but did not hesitate to desperately shove the terminal at me to pay for the goods. I paid, by the way,” adds Tetyana. The couple left the store to the bus stop, where they were going to call 102. Then Kostyantyn Vari came out to them and started a fight. I fell, then he bent over me and delivered another blow with his fist to the left temple. Everything was quick and unexpected, my husband did not have time to intervene, and Vari ran away. I called 102. While waiting for the police, people started coming to us. They said that it is not the first time that Kostya attacks people, particularly women, but local residents are afraid of him and do not file a complaint. There were also no people willing to wait for the police and give evidence,” writes Tetyana. Later, the police, an ambulance and the Military Law and Order Service arrived. According to the journalist, Kostyantyn Vari was detained in his apartment and tested for alcohol with a result of 2.04 ppm. The ambulance determined that Tetyana had a bruise jaws. The woman wrote a statement to the police. Vari hit the soldier’s wife in the jaw, and then in the temple. The law enforcement officers opened criminal proceedings under Article 125, Part 1 (“Intentional light bodily harm”). However, Tetyana Novak is worried that the case may not be properly investigated “In the evening of the same day, in the trauma center of the Uzhhorod City Hospital, I was diagnosed with a “contusion of the soft tissues of the head, a contusion of the lower jaw.” The next morning, on Monday, my husband and I went to the Uzhhorod police department of the National Security Service of Ukraine in the Zakarpattia region. While we were riding in a taxi, I got a call from the Zakarpattia OVC and asked to meet to “discuss the incident and settle everything peacefully.” I refused,” the journalist writes. According to Tetyana, the police met her “without enthusiasm.” Investigator Yu.Yu. Turus gave a referral for a forensic medical examination. In the Uzhgorod Interdistrict Department of Forensic Medical Examination, the woman was questioned in detail about the circumstances and officially removed “However, it immediately turned out that the trauma center forgot to put the necessary stamps on the certificate, and the investigator Turus forgot to add a cover letter to the referral. We went to the trauma center again, where we heard a lot of excuses and disparaging comments from the staff. In the end, all seals were put on the certificate. We returned to the police station. I gave Turus the certificate with seals and reminded him about the cover letter. He said that he was not aware of such a procedure, but he would write a letter and hand it over to the medical examiner. To my questions about the timing, Turus replied that he would do it “tomorrow, maybe the day after tomorrow” and would let me know by phone. There were no calls for three days, so I again came to the office alone. Turus said that the documents should have already reached the forensic expert, but he does not know for sure,” writes Tetyana. The next day, Tetyana contacted the forensic expert and found out that he still had not received the documents. The journalist called 102 and learned that the investigator went on vacation for an indefinite period.” During the week, the inquirer did not specifically answer any of my questions about the case. I don’t know whether the cameras were removed from the store, whether the witnesses were interviewed (at least the saleswoman), whether the arrest protocol was attached with evidence that Vary was intoxicated,” the woman added.
