Ukrainians who are unable to take care of themselves due to their health condition can arrange care services. They are provided on a professional and non-professional basis by communal and non-state providers of social services, as well as individuals.

“Care on a professional basis can be provided by natural persons without carrying out entrepreneurial activity on a professional basis, who have undergone training and retraining in the basics of care.

Care on a non-professional basis can be carried out by people in relation to their family members who live together, have a common life and mutual rights and obligations”. explain in the Communications Department of the Secretariat of the Cabinet of Ministers of Ukraine.

People have the right to care:

  • with group I disability; children with disabilities;
  • the elderly with cognitive disorders (for example, disorders of memory, attention, thinking);
  • with incurable diseases that cannot move and care for themselves.

They can also receive care childrenwho have not yet been diagnosed with disability, but who are sick with:

  • severe perinatal damage to the nervous system;severe congenital malformations;
  • rare orphan diseases;
  • oncological, oncohematological diseases, children’s cerebral palsy;
  • severe mental disorders;
  • type I diabetes (insulin-dependent);
  • acute or chronic kidney diseases of the IV degree.

Also, children who have suffered a serious injury, need an organ transplant or palliative care have the right to care.

How to arrange care on a non-professional basis?

The Communications Department of the Cabinet Secretariat notes that the caregiver and the person being cared for must live together.

A person who needs care should contact a family doctor and receive his referral pass a medical advisory board and obtain a relevant medical opinion.

Next, the person who wants to provide care must contact the center for the provision of administrative services (TsNAP) or to the executive body of the village, settlement, city council.

What documents are needed to issue care?

In order to arrange care on a non-professional basis, you need to submit the following to the Tsnap:

  • statement of desire to provide care;
  • statement of the person to be cared for, about his consent (for patients with legal capacity);
  • passport of the applicant and the person in need of care;
  • the registration number of the taxpayer’s registration card of the applicant and the person in need of care (formerly the identification code);
  • certificate of registration of the place of residence of the applicant and the person in need of care;
  • declaration of income and property status of the applicant, his family composition;
  • a document that confirms the need for constant care due to the health condition of the person who needs it.

“After receiving all the necessary documents, representatives of the executive body of the village, settlement, city council have two working days to determine individual the needs of the person who wants to receive care.” – they say in the Cabinet of Ministers.

Reasons for refusal to register care

Refuse the applicant and the person in need of care can be conditions:

  • establishment of inauthenticity of submitted documents;
  • the absence of a real need for care (representatives of social services study how much the day-to-day maintenance of a person who wants to receive care actually depends on external help);
  • improper state of living conditions of a person who wants to take in someone for whom he plans to care;
  • if the fact of cohabitation is not confirmed during the check by the social service.
